The Modern Group of Institutions in Birkalana maintains two distinct libraries, each housing a diverse collection of academic resources. The combined holdings cover a broad spectrum of disciplines, including Education, Teaching Pedagogy, Social Sciences, Commerce, Business, Computer Science, Mathematics, Life Sciences, and Humanities.

The library at the Modern College of Education supports academic and research activities through its extensive collection. Holdings include over 129,94 books, 187 encyclopedias, 85 reference books, and 350 print journals. The library also provides access to a growing number of e-books.

To complement its physical resources, the library provides access to a wide range of e-resources through NLIST-INFLIBNET, which includes over 6,000 e-journals and 97,000 e-books. The library also subscribes to 6 newspapers.

Specific departmental collections include 15,595 books for the B.Ed section and 300 books for the relatively new Post Graduation section. Both sections also have dedicated journals to meet the specific academic needs of their respective departments. Students from both the B.Ed and Post Graduation programs have access to the resources of both library sections.

General Rules & Regulations of the College Library:

Preamble

These regulations are designed to ensure the efficient operation of the library and to protect the shared resources for the benefit of all users. Non-compliance may lead to the suspension or termination of membership. Users are expected to handle all library materials with utmost care due to their value and nature.

Access and Identification

  • All students are required to carry and present their College Identity Card/Library Membership Card upon entry and whenever requested by library staff, especially during book check-out and check-in procedures.
  • Library staff are authorized to search individuals or their belongings at the entrance and exit if there is a reasonable suspicion of unauthorized removal of library property.

Conduct and Discipline

  • A state of perfect silence and discipline must be maintained at all times.
  • Users must record their personal details, including name, course, semester, and time of entry and exit, in the register provided at the library entrance.
  • The use of mobile phones is strictly prohibited.
  • Beverages and food are not permitted inside the library.
  • Sleeping is not allowed on the premises.
  • Users must not change or displace the arrangement of furniture.
  • The Librarian reserves the right to deny admission to any person deemed to be of unsound mind, intoxicated, or improperly dressed. The decision of the Librarian is final in such matters.
  • Users are expected to behave in a civilized manner. The Librarian may expel any person whose presence is disruptive or creates a disorderly situation.
  • Violations of these rules, including misbehavior or damage to property, will result in fines and other disciplinary actions.

Library Resources

  • All personal belongings, including personal books, bags, coats, and files, must be deposited at the counter at the library entrance.
  • Photocopies and loose printed papers are not permitted inside the library.
  • Users are responsible for the safe custody of borrowed materials and must protect them from damage due to rain, fire, dust, insects, etc.
  • It is prohibited to deface, mark, cut, or mutilate any library resource. Any user found in violation will be charged the full replacement cost.
  • The unauthorized downloading of e-resources is a punishable offense.

Borrowing and Returns

  • Library cards are non-transferable, and the cardholder must personally be present to borrow books.
  • Books are issued to students for a period of fifteen days, with one renewal for an additional fifteen days. The total loan period may not exceed thirty days.
  • Staff members may borrow books until the end of the semester.
  • In the event of loss or damage to a borrowed book, the borrower must either replace the book or pay its full cost, along with any applicable fines and processing charges. If a book is part of a set, the user may be required to replace the entire set.
  • Reference books, rare books, and periodicals may not be borrowed without the explicit written permission of the Librarian.
  • Book renewals are subject to availability and demand.
  • Outstanding dues will result in the suspension of borrowing privileges until settled.
  • Students must obtain a "No Dues" certificate from the library before their examinations or before admission to the third and fifth semesters.
  • Staff members must obtain a "No Dues" certificate before transfer, deputation, or superannuation.

Borrowing Limitations

  • Students: A maximum of two books at a time.
  • Full-time Teaching Faculty: A maximum of six books, or ten books for those involved in research activities.
  • The Library Advisory Committee may adjust these limits based on the library's collection.
  • Book Bank books are issued according to the established Book Bank scheme norms.

Miscellaneous

  • Visitors are required to obtain prior permission from the Librarian and present an introduction letter from their home institution to use the library facilities.
  • Photography within the library is prohibited without the express permission of the Librarian.
  • The Librarian has the authority to recall any book at any time or refuse to issue a book to a member without assigning a reason.
  • All prospective members must complete a membership form and provide a written undertaking to abide by these rules.

Regulations for the Use of the Digital Library Facility

 

Access and Usage

 

  • Access to the Digital Library computers is granted on a first-come, first-served basis.

  • Users must present their Identity Card and register their details with the staff on duty prior to use.

  • To ensure fair access for all, each user is permitted a maximum of one hour of use per day.

 

Prohibited Activities

 

  • The computer systems are for academic use only. Recreational activities such as gaming, audio/video streaming, online chatting, and social networking are strictly prohibited.

  • Downloading, installing, or running any software not already present on the systems is not permitted.

  • Users are not allowed to download or access unnecessary or inappropriate websites and materials.

  • Illegal or unauthorized activities are strictly prohibited. This includes, but is not limited to, hacking, file deletion, and altering system configurations or passwords.

 

Equipment and Conduct

 

  • Users may not tamper with any equipment. Any hardware or software issues must be reported immediately to the library staff for assistance.

  • The use of an assigned computer or workstation is non-transferable without prior permission from the staff.

  • Group study and discussions are not permitted within the digital library area to maintain a quiet, focused environment.

  • All users are expected to cooperate fully with the library staff.

 

Penalties for Non-Compliance

 

  • The library staff reserves the right to request that any user who violates these regulations leave the premises.

  • Violators may be blacklisted from future use of the facility.
