Established in 2000 under the aegis of the Punjab Educational & Social Society, Modern College of Education, Bir Kalan (Sangrur) is a premier teacher-training institution in Punjab. The college is affiliated to Punjabi University, Patiala and recognised by the NCTE, offering programmes across Education, Arts, Commerce and Information Technology.
The institution occupies a 5-acre, pollution-free campus designed to foster intellectual growth and character development, balancing academic rigour with sports, culture and ethics.

The college is run by the Punjab Educational & Social Society, a non-profit body dedicated to spreading quality, value-based education in the rural Malwa belt of Punjab. The Society governs the institution's academic policy, infrastructure development and community outreach, ensuring the college remains affordable and accessible while maintaining high standards.
